The Milpitas Metro Specific Plan provided a vision for the ongoing evolution of the area around the Milpitas BART Station, one of the two newest stations in the system. The Metro Plan sets out to create a more active, complete, and connected transit-oriented neighborhood.

The Plan follows the 2008 Transit Area Specific Plan for the area, which saw more than half of the plan implemented by 2019. Urban Field Studio principals worked on the previous plan and returned to prime an update as the Metro Plan. Urban Field led the team through the pandemic. The plan included working with local land owners and stakeholders and extensive community outreach.

The Metro Plan addresses the Great Mall site which is within walking distance of the Milpitas BART Station and VTA Transit Center. The vision for the area also includes an Innovation District and a revisioning of the Great mall into a mixed-use district.
